April 25, 2023Albania is still a country in an ongoing transition, this being a period accompanied by the undertaking of many structural and economic reforms. It is obvious that these reforms consist also in the private system of Education and Professional Formation, which has a need in redimensioning of their role in offering of their services, to measure up with the pace with the standards of the development in the country. Some of the studies undertaken in this sector, even though few, have come to the conclusion that more systematic efforts are needed to be made to bring the offering of the private sector of professional formation to the conformity with the labor market. Thus, it rises the need of the study for monitoring the condition of all the private services licences by the Ministry of Finances and Economy through the National Licencing Center:
Considering that the main aim of this study was the achievement of measurable results, there has been compiled and undertaken a series of activities, by analising the data in periodic meetings with the task force, in conformity with the goals aimed. The Task Force, with representatives of AKPA,GIZ/ProSEED and RDA Berat (the latter contracted by GIZ), compiled the respective methodology for the completion of the proces in conformity with the aimed objectives.
The methodology of monitoring contains a merger of the elements of monitoring described in the existing legal basis with monitoring elements applied by GIZ-ProSEED in working with private offers during the period 2019–2020.
Certainly it was needed a certain time frame for the process of processing the data collected from the labor market, which spanned during the period May – October 2021, coming at several conclusions and recommendations, which are reflected in detail in the respective report.
